Description
This role will lead and oversee the Air Traffic Control (ATC) team and operation in both strategic development and operational delivery. The position entails managing the tactical service delivery of ATC, ensuring a safe, secure, and efficient service for all aircraft under the Ports of Jersey (PoJ) jurisdiction.
Reporting to the Head of Airport Operations, the postholder will oversee the achievement of operational, safety, and Strategic Business Plan (SBP) objectives, while ensuring compliance with ISO 9001 standards for air navigation services and controller training in Channel Islands airspace and at Jersey Airport.

Description
This role will lead and oversee the Air Traffic Control (ATC) team and operation in both strategic development and operational delivery. Reporting to the Head of Airport Operations, the postholder will oversee the achievement of operational, safety, and Strategic Business Plan (SBP) objectives, while ensuring compliance with ISO 9001 standards for air navigation services and controller training in Channel Islands airspace and at Jersey Airport.
Key Responsibilities
- Provide decisive leadership to foster a cohesive and focused Air Traffic Control (ATC) department, inspiring and developing employees in a supportive environment while managing performance at both team and individual levels. Collaborate with Watch Managers to develop policies and manage recruitment, training, coaching, and employee development practices. Advise the Head of Airport Operations and Airport Director on best practices and changes in policy, procedure, and technology, assessing their implications for Jersey operations.
- Develop long-term strategies for ATC projects, ensuring alignment with organisational goals, regulatory standards and industry requirements. Propose improvements to enhance operational efficiency and safety. Lead operational change management in collaboration with Air Traffic Engineering, ensuring PoJ's values and SBP objectives are understood and enacted throughout the department.
- Create and implement a long-term and sustainable succession plan for the ATC department.
- Lead and manage ATC projects from inception to completion, overseeing budgeting, scheduling, resource allocation and risk management. Ensure projects are delivered on time, within budget and in compliance with safety and quality standards. Collaborate with engineering teams to design, test and implement innovative solutions.
- Manage the day-to-day deployment of ATC operational resources to ensure efficient and compliant aviation services. Oversee the research, consultation, and maintenance of operational plans and procedures, providing regular progress reports to the Head of Airport Operations and Airport Director.
- Accountable for the strategic and tactical safe delivery of ATC services, maintaining compliance with Jersey Airport's Safety and Quality Management Systems and standards for Air Navigation Service Providers, thereby supporting the viability of Channel Island Airspace.
- As Accountable Manager for the ATCO Training Organisation, oversee training, licensing, and competency assessments for ATC staff, ensuring adherence to industry standards.
- Work closely with the Manager of Air Traffic Engineering, all other departments and the Ports Senior Management and Leadership Teams, to ensure seamless coordination of operations and the effective delivery of ATC services. Cultivate strong relationships with external partners, including regulatory authorities and equipment suppliers, to ensure safe and resilient provision of service and compliance with regulatory requirements.
- Lead the ATC response to accidents and incidents, coordinating all related activities effectively.
- Proactively identify and manage ATC safety, operational, and business risks, monitoring all aviation activities at Jersey Airport and within Channel Island Airspace. Champion safety within the ATC team, making safety principles clear to all staff and prioritising their implementation.
- Establish and maintain ATC procedures as outlined in the Manual of Air Traffic Services, safeguarding effectiveness and proper implementation. Ensure that all ATC equipment is operated in accordance with approved procedures and compliant with appropriate legislation. Responsible for the facilitation of all mandatory external and internal safety audits of ATC and related services.
- Foster a culture of continuous improvement and innovation within the ATC team, driving initiatives to enhance system reliability, performance and operational effectiveness. Lead efforts to stay ahead of technological advancements and proactively implement improvements.
Safety Accountabilities
- To be responsible for ensuring the accuracy and maintenance of the ATC Unit Safety Case elements as part of the wider ANS Safety Case within AIMS.
- To implement the ATC elements of the Annual Aviation Safety Improvement Plan and to regularly report to the Head of Aviation Operations on the Safety Performance of ATC.
- To ensure that the Jersey Airport AIMS Polices and Principles are promulgated, followed and applied consistently within a "just culture" at Jersey Airport, in concert with other Departments.
- To define, document and sign safety management accountabilities and responsibilities of direct reports (where appropriate) and ensure they are discharged.
- To ensure that all Jersey Airport Operational Air Traffic procedures (in particular the Manual of Air Traffic Control Part II) are documented and applied in accordance with the relevant legislation and regulatory requirements and that, when changes to procedures are planned, to ensure that risks are minimised as far as reasonably practicable and regulatory approval obtained where necessary.
- To ensure that whenever changes to functional systems (people, procedures equipment) are being introduced within ATC, adequate safety assurance has been provided in accordance with the AIMS.
To ensure that an "open reporting" culture is encouraged and that all ATC incidents are fully investigated as soon as practicable, and that follow up actions/recommendations are focussed on preventing reoccurrence. - To ensure that all agreed recommendations arising from incidents and investigations are documented, reviewed regularly and implemented in a timely manner and that a robust process exists for lessons learnt to be disseminated.
- To ensure that all employees involved in the delivery of Air Traffic Services and Meteorological Services provided by the department are trained to the appropriate level of competence and, where necessary, are licensed to carry out their task.
- To ensure that the department has effective Stress & Fatigue Management Policies and associated procedures.
- To be responsible for local airspace management.
- To be responsible for mixed aircraft operations.
- To be responsible for management of (and interfaces) with Aeronautical Information Systems.
Skills, Knowledge and Expertise
- CAA Aerodrome Nominated Post Holder qualification - training for this can be provided if not held on appointment
- Degree in Aviation Management, or similar a related field and/or equivalent proven experience.
- Operational management experience within ATC, operating within a similar environment with significant experience of management in an Air Navigation Service Provider organisation is required
- Experience of working in a busy air traffic environment both as an ATCO.
- A range of knowledge and experience sufficient to be able to deal effectively with and co-ordinate all operational activities relating to the operations of the Channel Island Control Zone.
- Have a thorough knowledge of current air legislation, standards and recommended practices.
- The postholder will be expected to have an understanding of current PoJ, Jersey Airport, UK and French governing body's policies and their implications for the service and be able to ensure compliance with all the relevant codes of practice.
- An understanding of the legislative requirement of airport operations and ANSP.

Desirable
- Have previously held or currently air traffic control licences.
- To have ideally held or currently hold all required examiner's ratings.
- CMI Level 5 in Management & Leadership (or equivalent)
- Experience in business continuity, emergency planning and environmental protection.
- Operated at Watch Manager level.
