Alliance Air Services is a subsidiary of Hillwood Development that is contracted by the City of Fort Worth to manage the day-to-day operations at Perot Field Fort Worth Alliance Airport (AFW). AFW is the second-largest airport facility in North Texas in acreage behind Dallas/Fort Worth International Airport and in 2023 was ranked the twentieth largest cargo airport in the United States based on total cargo tonnage. Alliance Air Services is collocated with Alliance Aviation Services, another subsidiary of Hillwood Development, which is the on-field FBO that handles all types of civilian, military and cargo aircraft.
Position Summary:
Alliance Air Services is seeking an Airport Operations Officer to assist in the management of the operations and maintenance of all airside and landside activities at Perot Field Fort Worth Alliance Airport under the direction of the Director of Airport Operations. This individual will enforce all applicable federal, state, and local safety and security rules, regulations, and procedures; represent airport management, as required; and is expected to work under minimal management supervision and instruction. The selected candidate will exercise considerable independent judgment and initiative related to airport operations and/or security activities.

Position Summary:
Alliance Air Services is seeking an Airport Operations Officer to assist in the management of the operations and maintenance of all airside and landside activities at Perot Field Fort Worth Alliance Airport under the direction of the Director of Airport Operations. This individual will enforce all applicable federal, state, and local safety and security rules, regulations, and procedures; represent airport management, as required; and is expected to work under minimal management supervision and instruction. The selected candidate will exercise considerable independent judgment and initiative related to airport operations and/or security activities.
Responsibilities:
Duties may include, but are not limited to, the following:
- Conducts and participates in the daily inspections of airfield facilities, runways, taxiways, aircraft aprons, perimeter fencing and the vehicle service road to assure safety, security, and efficiency of operations and expeditious flow of aircraft, records discrepancies through a work order system and coordinates with maintenance for corrective action.
- Works with the Facility Technicians to perform minor and routine airfield maintenance tasks and collaborates directly with contractors to schedule, approve, and oversee major maintenance projects.
- Continuously monitors airfield activities during assigned shift; removes foreign objects from air operations areas and roadways as necessary per direction of air traffic control and airfield users.
- Provides escort for persons needing operational access to the AOA.
- Conducts inspections of airport construction projects and reports hazardous or substantial maintenance/construction problems.
- Assists in responses to airport emergencies and other incidents that occur on airport property; coordinates related response actions for first responders; implements emergency or security plan measures until relieved by proper authority; and helps in assessing the severity of the emergency and provides timely updates to management.
- Responds to and resolves airport operations inquires, problems, and complaints involving airport tenants or airport users.
- Issues Notices to Airmen (NOTAMs) when hazards to aircraft exist and initiates closure of parts of the airport, if necessary.
- Maintains and organizes all Part 139 related files including inspection checklists, the NOTAM log, the airside and landside maintenance work order system, training records, reference materials, and other related records and documents.
- Reviews and assists with updates to the Airport Security Program, Airport Emergency Plan, and Airport Certification Manual.
- Maintains written log of significant events and actions during shift.
- Represents airport management in the absence of higher authority, particularly in contacts with tenants, other agencies, and the general public to ensure safe and efficient operation of the airport.
- Serve as an essential team lead during severe weather-related events and winter weather operations.
- Performs other duties as required.
Required Skills/Abilities:

- Ability to work under stressful conditions, analyze situations and make decisions rapidly.
- Ability to comprehend and apply 14 CFR Part 139 and the Airport Certification Manual.
- Ability to establish and maintain cooperative relationships with airport lessees, users, the public, regulating agencies, and other personnel.
- Ability to research, analyze and evaluate operational and procedural practices.
- Excellent oral, written, and presentation communication skills.
- Ability to pay attention to detail.
Education and Experience:
- An associate degree in aviation, aviation management, public administration, or related field.
- Two (2) years of experience in aviation, airport operations (landside, airside, security), or airline operations.
- A current pilot license plus one (1) year of experience in aviation, airport operations (landside, airside, security), or airlines.
- Possession of a valid Texas Class C driver's license.
- Knowledge of the Code of Federal Regulations (CFR) Part 139, 1540 and 1542 a plus.
- Knowledge of TSA security regulations is a plus.
Physical Requirements:
- Availability to work varying shifts (days, evenings, nights) including weekends and holidays.
- May be subject to twenty-four/seven (24/7) emergency call outs.
- Depending on assignment, employee can expect to typically exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.
