ARFF Lieutenant /Airport Operations Agent

Hiring Range: $36.34-$43.60. The maximum pay for this position is $50.87.

Supervises and coordinates Aircraft Rescue and Firefighting (ARFF), airport operations, and maintenance duties in a leadership role at the Eagle County Regional Airport. Closely manages ARFF/Ops Agents to include employee development and crew accountability and ensure the overall success and productivity of assigned personnel. Ensures safe airfield conditions and performs a variety of administrative, professional, and technical tasks in support of the airport.

Essential Functions
  • Responds to all airport emergencies, incidents, and accidents under the National Incident Management System (NIMS); serves as Incident Commander until relieved. (5%)
  • Assists in the implementation of the Airport Emergency Plan (AEP), Airport Certification Manual (ACM) and the Airport Security Plan (ASP). (5%)
  • Conducts a variety of inspections as required per applicable Federal Aviation Regulations (FARs), Transportation Security Regulations (TSRs) and National Fire Protection Association (NFPA) standards. (10%)
  • Inspects airport operating areas to ensure compliance with safety standards and regulations; communicates and initiates appropriate actions if unsafe conditions exist. (10%)
  • Assigns tasks, training, and other misc work to ARFF crew on their shift; Works closely with ARFF Capt. to ensure shift coverage, review timesheets, approve PTO requests, review training/conference requests, etc. (5%)
  • Mandatory availability and participation in snow removal operations. This position will be responsible for completing or delegating Snow Control responsibilities including but not limited to: Coordinating snow removal operations, managing seasonal staff, and communicating airfield conditions with the snow desk. (10%)
  • Performs routine and preventative maintenance on equipment (5%)
  • Prepares and maintains a variety of federally regulated records and reports.(10%)
  • Writes and submits proposals for new equipment or modification of existing equipment to superiors. (5%)
  • Assists the Federal Aviation Administration (FAA) and/or the National Transportation Safety Board (NTSB) with aircraft accident investigations, as required. Works closely with the Operations Manager to ensure successful planning for and completion of the triennial, full-scale, and tabletop emergency exercises. (5%)
  • Develops and maintains beneficial relationships with airport staff, tenants, concessionaires, and airport users. (5%)
  • Trains internal/external personnel in a variety of subjects. (10%)
  • Observe safety and security procedures, use equipment and materials safely, and report potentially unsafe conditions. (5%)
  • Serves the community by demonstrating Eagle County Government mission and core values and following relevant policies and procedures. (3%)
  • Other duties as assigned. (7%)

Emergency Support Functions

Emergency Support Function Lead
  • May serve as an Emergency Support Function Lead during an emergency as well as during planning and preparedness activities. Provides subject matter information and support to the Emergency Operations Center Manager during an emergency as well as during planning and preparedness activities. Works various shifts within their designated Emergency Support Function during an emergency and participates in training and preparedness activities as directed by the Emergency Manager.

Emergency Operations Center (EOC) Support
  • May serve in an EOC Operations Center support role during an emergency. Works various shifts to support the EOC and their designated Emergency Support Function during an emergency. Participates in training and preparedness activities as directed by the Emergency Manager.

Qualifications

Education, Experience, Licensure, Certification, or Registration:
  • Preferred Education:
    • Graduation from high school or equivalent,
    • College coursework in public safety, business management or related fields is preferred.
  • Minimum Work Experience:
    • Three years of experience in firefighting
  • Preferred Work Experience:
    • 1-3 years of airport experience.
    • 1-3 years ARFF experience.
    • 1-3 years of supervisory experience.
  • Licensure, Certification, or Registration:
    • Must successfully pass a 10-year background criminal history records check by TSR, Part 1542 and maintain eligibility for FAA and TSA-mandated security clearance requirements.
    • Possess a valid State of Colorado Driver's License, or the ability to obtain one within 60 days, with a satisfactory motor vehicle record without restrictions
    • Possess EMT-Basic (either a valid CO license or valid NREMT certificate with the ability to get a CO license within 90 days of employment)
    • Preferred or achieve within one (1) year, IFSAC Firefighter II or be able to obtain, Colorado Division of Fire
    • Prevention and Control, non-accredited reciprocity for IFSAC Firefighter II that has been issued within the time frame of the current NFPA Standard (NFPA 1001, 2013 Standard) for the Firefighter II level. Reciprocity must be obtained within 60 days of employment. CDFPC Reciprocity
    • Possess at minimum, State of Colorado, IFSAC - Hazardous Materials Awareness/Operations or be able to obtain Colorado Division of Fire Prevention and Control, non-accredited reciprocity for Hazardous Materials Awareness/Operations that has been issued from within the time frame of the current NFPA standard (NFPA 1072, 2017 edition) for the Hazardous Materials Awareness/Operations level. Reciprocity must be obtained within 60 days of employment. CDFPC Reciprocity
    • Preferred or achieve within 18 months, State of Colorado, IFSAC - Driver Operator - Pumper or be able to obtain Colorado Division of Fire Prevention and Control, non-accredited reciprocity for Driver Operator - Pumper that has been issued in the time frame of the current NFPA standard (NFPA 2017 edition) for Driver Operator - Pumper level. Reciprocity must be obtained within 60 days of employment. CDFPC Reciprocity
    • Preferred or achieve within one (1) year, State of Colorado, IFSAC - Fire Instructor I or be able to obtain Colorado Division of Fire Prevention and Control, non-accredited reciprocity for Fire Instructor I that has been issued in the time frame of the current NFPA standard (NFPA 2019 Standard) for the Fire Instructor I level. Reciprocity must be obtained within 60 days of employment. CDFPC Reciprocity
    • American Association of Airport Executives (AAAE) certification for: Airport Certified Employee, Airport Operations (ACE-Ops) (Preferred)
    • Completion of AAAE Airport Certified Employee - Operations program within two years of employment
    • Completion of FAA ARFF training within 30 days of employment
    • Completion of FAA, Part 139 Certification Live Fire burn within 45 days of employment
    • Obtain a Colorado Class B CDL with airbrake and tanker endorsement within twelve months of employment
    • Possess NIMS ICS - 100
    • Possess NIMS ICS - 200
    • Completion of NIMS ICS - 300 within two years of employment
    • Completion of NIMS ICS - 400 within three years of employment
    • Possess NIMS ICS - 700
    • Possess NIMS ICS - 800
    • Completion of Colorado - IFSAC - Airport Firefighter within two years of employment

Knowledge, Skills and Abilities:
  • Ability to identify and implement effective courses of action to complete assigned work.
  • Knowledge of safety hazards and necessary safety precautions, practices and work methods sufficient to be able to establish a safe work environment for self and others.
  • Ability to exercise independent judgment and initiative within established guidelines.
  • Ability to ensure adherence with established FAA and TSA rules, regulations and guidelines.
  • Emergency Medical Technician (EMT)
  • Advanced firefighting techniques and principles
  • Heavy vehicle operation and maintenance.
  • Thorough Knowledge of FAA (CFR Part 139) and TSA (TSR 1542) rules and regulations; understanding of airport operations (airside, landside, terminal).
  • Interpersonal skills necessary to effectively lead, support staff members, and enrich the airport user experience.
  • Excellent written and verbal communication skills.
  • Act reasonably and quickly in an emergency. Exercise judgment that results in appropriate actions and resolution to operational situations.
  • Read, comprehend and interpret rules and regulations. Concentrate and pay close attention to detail.
  • Establish and maintain effective working relationships with employees, tenants, and other governmental agencies and departments, the community, airport users, and the traveling public.
  • Write reports following a standard format with basic proficiency in the use of computer software and applications (i.e., Google Docs and Sheets)
  • Give verbal instructions and train personnel in complex techniques and procedures.
  • Evaluate the performance of personnel and programs.
  • Lift and carry moderately heavy materials, supplies, and equipment (25-50 lbs.) frequently, 50-100 lbs. occasionally; requires continued walking, stooping, standing, and some climbing.
